I've talked about ResizR which is an easy-to-use online image resize. However, I've just stumbled across a much better tool which has more features and a cooler interface.
Designed by Veign, QuickThumbnail enables you to resize any images from your computer of from the net, resize it by percentage using a slider or punch in the numbers into the textfield or by fixed sizes, standard sizes and click on 'Resize it'. Applying a filter is optional but using this feature can create some effects for your images such as Sepia, Emboss, Blur, Sketch and many more.
This is indeed a useful and interesting online Web tool.
